Chief of Police Jarrod Burguan is the 35th Police Chief in the history of the San Bernardino Police Department. Born and raised in Southern California, he joined the San Bernardino Police Department in 1992. As a police officer, he served the City of San Bernardino in a number of different assignments including Patrol, Community Policing, Bicycle Enforcement, Traffic, and Field Training Officer.
Chief Burguan was promoted to Detective in 2002 and worked in both the Robbery and Traffic Unit. In 2005, he was promoted to Sergeant and supervised teams in Patrol and, again, in the Traffic Unit. He promoted to the rank of Lieutenant in 2009 and served as a Patrol Watch Commander, District Commander, Investigations Bureau Commander, and Public Information Officer. In 2011, he was promoted to Captain and commanded the Department’s Administrative and Community Services Division. In 2013, he was promoted to Assistant Chief of Police and oversaw the daily operations of the Department and Internal Affairs.
In December 2013, Chief Burguan was appointed Interim Police Chief by Mayor Patrick Morris prior to his appointment as Police Chief by Mayor R. Carey Davis in March 2014.
On December 2, 2015, San Bernardino was the site of a mass shooting that was classified as a terrorist act when it was discovered that the attackers’ motive centered on a radicalized version of religious ideology. The crime garnered worldwide media interest as it was determined to be the largest terrorist inspired act on United States soil since the attacks of September 11, 2001. The attackers killed 14 people and wounded 22. Within hours, members of the San Bernardino Police Department located the attackers and the world watched as local law enforcement engaged the attackers in a gun battle that wounded two officers and killed both suspects. Chief Burguan has been recognized for his leadership in that incident and for his ability to communicate information to the public in the many press conferences associated with the investigation and local response.
Chief Burguan holds a Bachelor’s Degree in Business as well as a Master’s Degree in Management from the University of Redlands. He is a graduate of the POST California Command College and the Senior Management Institute for Police held at Boston University through the Police Executive Research Forum.Chief Burguan is a past president of the San Bernardino County Police Chiefs’ and Sheriff’s Association. He is also a member of the California Police Officers Association, the California Police Chief’s Association, International Association of Chiefs of Police, and the Police Executive Research Forum.
