Lt. John Weinstein
Commander of Strategic Planning and Outreach
Lt. John Weinstein is the Commander of Strategic Planning and Outreach at
the Northern Virginia Community College Police Department, where he has
served for over 7 years. Prior to joining NOVA, he served as a deputy
sheriff, patrol officer, town sergeant and chief of police. He has
extensive experience in all aspects of planning and security operations and
teaches numerous law enforcement topics, including firearms, active shooter
response tactics, planning, and communications at local police academies.
Lt. Weinstein holds a Ph. D. in International Politics and is a nationally
recognized expert in nuclear weapons command and control. He is widely
published on many law enforcement and defense topics. He contributes
regularly to Campus Safety magazine, where he serves on its editorial board.
In his spare time, Lt. Weinstein is a cross-country motorcyclist and amateur
radio operator.

First Responders Can't Do it All: A Community Approach to Campus Safety and Security
Police, Security and Law Enforcement cannot prevent all crime and concerning behaviors on campus. A holistic approach to safety and security requires attention to all four phases of a crisis: the prevention phase, response, mitigation and recovery.
